About the Committee

The Investments & ESG Committee brings together the work of the Council's former Investors, Sustainability and Diversity, Equity & Inclusion committees under a single structure, reflecting how closely capital, environmental performance and social responsibility are now linked in digital infrastructure.

The Committee provides a forum for investors, operators and industry experts to examine the financial and non-financial factors shaping fibre and data centre investment across Europe. Its scope spans the investment landscape and financing conditions for network rollout, the environmental footprint and sustainability credentials of fibre infrastructure, and the governance and diversity practices that support a resilient, competitive industry.

By combining these perspectives, the Committee aims to give members a clearer view of how ESG considerations influence investment decisions,  and how the sector can demonstrate its value to the investors, policymakers and stakeholders who rely on that evidence.

This page is new and growing. The Committee's reports, studies, and other resources will be added here as they're published - in the meantime, you can explore the latest assets below.

Panel 3 - Policy & Regulation

What is the expected impact of the latest set of initiatives from the European Commission on the European FTTH market? Are we on track to meet the Commission's objectives for the digital transformation of Europe by 2030, as spelled out by the "Path to the Digital Decade" policy programme? What are the operators' strategies to support the achievement of such ambitious goals? How are regulators across Europe reacting to this dynamic scenario?

This thought-provoking panel with prominent leaders from the European Commission, BEREC, and senior representatives from major fibre operators will answer these questions and much more, shedding light on the latest policy and regulatory developments affecting the FTTH market.

Speakers: Alex Blowers - Director of Regulatory Affairs at CityFibre, Jakob Greiner - Vice President European Affairs at Deutsche Telekom, Juan Montero Rodil - Chief Public Policy, Competition and Regulatory Officer at Telefónica, Kamila Kloc - Acting Director B, Connectivity – DG CONNECT at European Commission, and Konstantinos Masselos - BEREC Chair 2023 - moderated by Philippe Defraigne - Director at Cullen International
