About the Committee

The Investments & ESG Committee brings together the work of the Council's former Investors, Sustainability and Diversity, Equity & Inclusion committees under a single structure, reflecting how closely capital, environmental performance and social responsibility are now linked in digital infrastructure.

The Committee provides a forum for investors, operators and industry experts to examine the financial and non-financial factors shaping fibre and data centre investment across Europe. Its scope spans the investment landscape and financing conditions for network rollout, the environmental footprint and sustainability credentials of fibre infrastructure, and the governance and diversity practices that support a resilient, competitive industry.

By combining these perspectives, the Committee aims to give members a clearer view of how ESG considerations influence investment decisions,  and how the sector can demonstrate its value to the investors, policymakers and stakeholders who rely on that evidence.

Biography:

Matthias Buening is an authorised signatory and Head of Regulation and Compliance at EWE TEL GmbH. He has helped build up the regional fixed network provider since 2000. He previously worked at the Institute for Information, Telecommunication and Media Law at the University of Muenster. He was admitted to the bar in 2000. He studied law in Muenster and Paris and spent his legal clerkship in Paderborn.

Position statement:

My contribution to the association and its members is to contribute our market experience and arguments and to develop solutions in discussions with the office and other members. I am aware of how valuable quick and well-founded information is for the committees and for the staff at the office. My aim is always to find ambitious, but also pragmatic solutions.  As a regional network operator, also in rural areas, we have gained a lot of experience of challenges and solutions that we can contribute to the political debate.

Your past role(s) and activities in the FTTH Council Europe:

Our company has been a member of the FTTH Council for about a year. Members of my team and I have been involved in committee meetings and in the development of positions and documents. I was also able to contribute to a panel discussion at the to speak at the Autumn General Assembly 2023.
