About the Committee

The Investments & ESG Committee brings together the work of the Council's former Investors, Sustainability and Diversity, Equity & Inclusion committees under a single structure, reflecting how closely capital, environmental performance and social responsibility are now linked in digital infrastructure.

The Committee provides a forum for investors, operators and industry experts to examine the financial and non-financial factors shaping fibre and data centre investment across Europe. Its scope spans the investment landscape and financing conditions for network rollout, the environmental footprint and sustainability credentials of fibre infrastructure, and the governance and diversity practices that support a resilient, competitive industry.

By combining these perspectives, the Committee aims to give members a clearer view of how ESG considerations influence investment decisions,  and how the sector can demonstrate its value to the investors, policymakers and stakeholders who rely on that evidence.

Panel Session at Connect Europe’s Policy Summit 2025

Event: Connect Europe’s Policy Summit 2025
Speaker: Vincent Garnier - Dirctor General
Date: 12 May, 2025
Location: BUMP, Brussels
Organiser: Connect Europe

As part of Connect Europe’s Policy Summit 2025, our Director General, Vincent Garnier, moderated the high-level panel titled "The Digital Networks Act – A Bold Move for the Future of EU Telecoms Regulation."

This panel explored the transformative potential of the Digital Networks Act, a landmark initiative poised to reshape telecom regulation across Europe. With Europe’s digital transformation reaching a defining moment, ensuring a connected, competitive, and sovereign digital future has never been more urgent. As technology and connectivity drive economic growth and societal change, the need for forward-thinking policy and investment is clear.

Alongside the Digital Networks Act, the Cloud & AI Development Act is set to redefine the European telecom landscape, paving the way for a smarter, stronger, and more efficient connectivity ecosystem. However, the evolving market also raises critical questions about competitiveness, consolidation, and scale—how can Europe foster growth and investment while safeguarding innovation and fair competition? Additionally, the continent’s ambition for technological sovereignty adds further urgency, as Europe seeks to lead in cutting-edge technologies, enhance resilience, and reduce reliance on global players.

Through these forward-looking discussions, Connect Europe’s Policy Day brought together policymakers, industry leaders, and experts to shape the future of Europe’s telecom landscape.
