About the Committee

The Investments & ESG Committee brings together the work of the Council's former Investors, Sustainability and Diversity, Equity & Inclusion committees under a single structure, reflecting how closely capital, environmental performance and social responsibility are now linked in digital infrastructure.

The Committee provides a forum for investors, operators and industry experts to examine the financial and non-financial factors shaping fibre and data centre investment across Europe. Its scope spans the investment landscape and financing conditions for network rollout, the environmental footprint and sustainability credentials of fibre infrastructure, and the governance and diversity practices that support a resilient, competitive industry.

By combining these perspectives, the Committee aims to give members a clearer view of how ESG considerations influence investment decisions,  and how the sector can demonstrate its value to the investors, policymakers and stakeholders who rely on that evidence.

OECD Workshop on the Shutdown of Legacy Communication Networks

Event: OECD WPCSI 71st Session - Legacy Network Shutdown Workshop
Speaker:
Francesco Nonno - President FTTH Council Europe
Date: 4-5 November 2025
Location: OECD Headquarters, Paris, France
Organiser: OECD - Working Party on Connectivity Services and Infrastructures (WPCSI)

As OECD countries continued the shift toward next-generation digital infrastructure, the shutdown of legacy communication networks-including 2G/3G mobile networks and copper-based fixed networks—presented both technical and policy challenges.

This dedicated 60-minute panel workshop, took place during the 71st session of the OECD Working Party on Connectivity Services and Infrastructures (WPCSI), convening over 100 representatives from ministries, regulatory authorities, industry, civil society, and the technical community. The discussion aimed to assess progress, highlight operational and regulatory hurdles, and reflect on the broader economic and social impacts of transitioning away from legacy infrastructure.

The FTTH Council Europe had been invited to contribute expert insights on the copper switch-off and the move toward fibre-based connectivity. While in-person attendance was encouraged, remote participation or delegation to a colleague could also be considered to ensure the Council's perspective was represented.
