About the Committee

The Investments & ESG Committee brings together the work of the Council's former Investors, Sustainability and Diversity, Equity & Inclusion committees under a single structure, reflecting how closely capital, environmental performance and social responsibility are now linked in digital infrastructure.

The Committee provides a forum for investors, operators and industry experts to examine the financial and non-financial factors shaping fibre and data centre investment across Europe. Its scope spans the investment landscape and financing conditions for network rollout, the environmental footprint and sustainability credentials of fibre infrastructure, and the governance and diversity practices that support a resilient, competitive industry.

By combining these perspectives, the Committee aims to give members a clearer view of how ESG considerations influence investment decisions,  and how the sector can demonstrate its value to the investors, policymakers and stakeholders who rely on that evidence.

Policy & Regulation Committee Advances Dialogue on Digital Networks Act at FTTH Conference 2026

At the FTTH Conference 2026, the Policy & Regulation Committee hosted a well-attended workshop addressing key aspects of the upcoming Digital Networks Act (DNA).

The first session focused on the Harmonised Access Product (HAP), featuring discussions with representatives from the European Commission, ecta, and Iliad, exploring how harmonised access frameworks can support a more competitive and efficient fibre market.

The second session examined the connection between the upcoming Cybersecurity Act (v2) and its link to the DNA, highlighting the growing importance of aligning security frameworks with digital infrastructure regulation. The Committee extends its thanks to contributors from SIRO, Adtran, and Bird & Bird for their valuable insights and engagement.

Looking ahead, the Committee’s work in the coming months will be strongly focused on the DNA. This includes preparing a contribution to the European Commission’s public consultation, as well as developing proposed amendments to support discussions with the European Parliament and the Council of the EU.

These efforts underline the Committee’s commitment to shaping a balanced and effective regulatory framework to accelerate fibre deployment across Europe.
