Introduced in 2023, the Open Access Committee has several objectives, including promoting the idea of Open Access and the wholesale fibre business model, stimulating and encouraging wholesale-oriented regulation and discussing and exchanging experience and best practices. To deliver on its mission and based on the know-how of its member companies, the Committee touches upon several fields, including the regulatory framework for wholesale operators, the technical aspects of Open Access, IT solutions for network operators, promotion and education, and sales and marketing of Open Access-based fibre services.

You can expect a variety of new contents and resources generating from these discussions, that will soon become beneficial to the fibre community at large.

For those who are not familiar with the concept of Open Access, here are five main advantages of adopting this business model while deploying FTTH networks, as identified by the working group:

  1. Open Access is a model that allows for the deployment and operation of fibre-to-the-home (FTTH) networks in a cost-efficient way.  Building one infrastructure that is accessible to all service providers is in fact very cost-efficient, and has a significant impact on national coverage and market value. This cost-efficiency results from the fact that the same infrastructure is shared by all service providers, reducing the need for multiple infrastructures and saving on deployment and maintenance costs.
  2. The wholesale model can be very agile in administration, as there is no customer care. This means that service providers can focus on delivering services, while wholesale operators handle infrastructure maintenance and management.
  3. Service providers benefit from extensive coverage of the open access network without upfront investment, which makes it easier for them to provide services to customers without having to invest in expensive infrastructure.
  4. End-users benefit from a variety of services provided by diverse operators over the open access network. This means that customers have access to more choices in terms of services, pricing, and quality.
  5. Open Access drives competition of services in a very simple and transparent way. The wholesale operator does not compete with service providers, and service providers have equal terms and conditions of access. This creates equal opportunities for all service providers, promoting a more competitive and dynamic market.

Strategic Plan 2025–2026: Enhancing the FTTH Council Europe's Market Intelligence Committee

The FTTH Council has outlined its strategic guidelines for the coming years, starting with the renewal of its crucial agreement with Idate for 2026–2028. This agreement significantly strengthens our commitment to providing top-tier market intelligence, which is vital for driving fibre optic adoption across Europe as part of our 2025–2026 Strategic Plan.

This new agreement builds on our successful collaboration with several key enhancements:

  • Enhanced Quality Assurance: To minimise revisions and ensure the highest standards, we are introducing a dedicated quality manager. This new role, coupled with stricter upfront checks, will demand even greater precision from Idate in dataset construction and summary presentations. Idate is fully committed to this, and the agreement includes a robust plan to verify all data sources, along with a dedicated project manager to oversee all reporting activities, ensuring consistency and accuracy.
  • Expanded Regional Coverage: For the first time, we are structurally integrating four Balkan countries into our reporting. This expansion will provide a more comprehensive view of the European FTTH landscape.
  • Streamlined Reporting & Bundling: The layout of our reports will be revised to create a single, comprehensive bundle of all produced reports. This will offer members easier access to a complete suite of insights, making our data even more accessible.

Our overarching objective remains clear: to significantly increase report downloads and leverage them as a primary tool to enhance the FTTH Council’s visibility and influence. Achieving this requires active, localised support from all Committee members.


Empowering Dissemination and Local Impact

We are committed to working with all Market Intelligence Committee (MIC) members to ensure wider dissemination of the valuable work we do. This means:

  • Leveraging Promotional Resources: We encourage you to use the promotional resources provided by the Council to share our insights broadly.
  • Active Promotion and Citation: Actively identify opportunities to promote, share, and cite data and insights from MIC reports within your countries and professional networks. This includes presenting at local industry events, incorporating data into company presentations, referencing findings in articles, and sharing on social media.
  • Championing Assets Locally: Become an advocate for the FTTH Council’s market intelligence within your national markets and organisations, proactively promoting and disseminating MIC reports and findings.
  • Strengthening Inter-Committee Collaboration: A key objective for 2025–2026 is to foster stronger relationships with other FTTH Council committees, particularly the Investors Committee. By enhancing collaboration, we aim to ensure our market intelligence directly supports and informs investment strategies within the fibre ecosystem.

These initiatives, combined with your active participation and strengthened inter-committee collaboration, will be instrumental in reinforcing the FTTH Council’s position as the leading authority on fibre-to-the-home deployment and trends.
