Our key policy priorities

The FTTH Council Europe considers that fibre networks are fundamental to the digital transformation of European economies and that the objectives of the Digital Decade need to be reached in a timely fashion.

To this end, the FTTH Council Europe considers it essential to maintain a favourable regulatory framework for fibre investment in a competitive environment. The existing framework has delivered, and is delivering, good results in terms of fibre deployment and in our view, in Europe, concerns are mostly on the demand side of the fibre market.

Among our key policy priority is copper switch-off, which would give a clear signal to the sector and investors, have  positive impact on FTTH roll-out and adoption, and have advantages in terms of energy efficiency and operational costs. This is why the FTTH Council Europe launched the Copper Switch-Off Tracker.

Browse below our key objectives that in our view should be at the core of the current  2024-2029 EU legislative and regulatory cycle.

Domenico Dichiarante

Applying for the Market intelligence Committee Chair position

First and Last Name: Domenico Dichiarante

Company Name: Open Fiber S.p.A.

Current position: Head of Operational Marketing

Company Type: Telecom Network Operator

Biography:

I am a marketing manager with 20 years of experience in the telecommunications industry (fixed and mobile). Since 2016, I have been Head of Operational Marketing at Open Fiber, where I played a key role in the company's launch. I led the development of a comprehensive product portfolio, defined the strategic direction of the fiber roll-out plan, designed the end-to-end customer experience, and secured key partnership agreements with major operators. From 2008 to 2016, I worked at WindTre (Italy's second-largest telecom operator) as a Marketing Products and Process Manager. In this role, I managed several products and spearheaded the launch of FTTH (Fiber-To-The-Home) commercialization in Italy. Prior to that, I worked as a strategic consultant at Accenture, supporting telecommunications companies in various transformation projects.

Position statement:

I fully committed to accelerate the coverage and take-up of the FTTH network. I am sure that the social, technological, and economic development of Europe passes through the coverage of entire continent with a full fiber network. I am honored to be a candidate for the position of Marketing Intelligence Committee Chair. I think the MIC has a central role to support the Executive Board in the FTTH Council Mission. I have been deeply impressed by the work that has been done under the leadership of our previous chair, Stefano. I am committed to building on their legacy and continuing to move the committee forward. If I am elected, my top priorities as chair will be:

  • To ensure our market analyses are accurate, reliable, and actionable.
  • To support the FTTH Council in the Copper Switch Off process. It will be a fundamental step for developing our plan.
  • To introduce for each country a simple and exhaustive analysis of the socio-economic context of each country to better understand different take-up reasons.
  • To include analysis of evolving alternative technologies such as satellite connectivity and 5G/6G. It is essential that our committee stay ahead of the curve.

I also believe that the committee can play a valuable role in promoting the sharing of best practices across different countries. I propose the establishment of a regular "best practices exchange" session at committee meetings. This will allow committee members to learn from each other and identify new and innovative ways to improve their work.  I am passionate about this Committee, and I am committed to serving its members. I believe that together, we can make this committee an even more valuable resource for our profession. Thank you for your time and consideration.

Your past role(s) and activities in the FTTH Council Europe:

I have been an active member of the FTTH Council since 2017, where I have participated in and supported several initiatives. I have regularly attended FTTH Conferences, where I have learned about the latest technologies and trends in the fiber industry. I have also served as a member of the MIC. In addition, I have had several one-on-one meetings with my peers from other wholesale operators. These meetings have been invaluable in helping me to build relationships and learn about new business opportunities. I am passionate about the FTTH industry, and I am committed to the success of the FTTH Council. I believe that my experience and expertise would be an asset to the Council, and I am confident that I can make a significant contribution to its work.
