Our key policy priorities

The FTTH Council Europe considers that fibre networks are fundamental to the digital transformation of European economies and that the objectives of the Digital Decade need to be reached in a timely fashion.

To this end, the FTTH Council Europe considers it essential to maintain a favourable regulatory framework for fibre investment in a competitive environment. The existing framework has delivered, and is delivering, good results in terms of fibre deployment and in our view, in Europe, concerns are mostly on the demand side of the fibre market.

Among our key policy priority is copper switch-off, which would give a clear signal to the sector and investors, have  positive impact on FTTH roll-out and adoption, and have advantages in terms of energy efficiency and operational costs. This is why the FTTH Council Europe launched the Copper Switch-Off Tracker.

Investors Committee Charts New Narrative to Strengthen Fibre Sector Investment

The Investors Committee has been actively engaged over the past months in addressing the current challenges and opportunities facing the fibre sector. The Committee has been closely monitoring the market environment, which continues to be challenging for both debt and equity financing in fibre. Analysis of recent trends indicates that not all business plans are meeting investors’ expectations, highlighting the need for greater alignment between industry ambitions and investor requirements.

In response to these challenges, the Investors Committee has identified the urgent need to develop a refreshed narrative for the fibre sector. This narrative will serve as a key tool in presenting opportunities more effectively to investors and banks, ensuring the sector’s growth potential is communicated clearly and persuasively. The Committee has also been working in close cooperation with other Council committees, recognising that a cross-functional approach is essential to provide investors with a holistic view of the sector’s development, sustainability, and technological evolution.

Looking ahead, the Investors Committee is preparing a series of meetings with investors for Q4 2025, designed to foster dialogue, share insights, and explore investment opportunities. Council members are encouraged to join the Committee, contributing their expertise and helping to strengthen the sector’s engagement with the investment community. The Committee remains committed to supporting the fibre sector in navigating the current market challenges while positioning it for long-term growth and sustainable investment.
